Predestination

For those whom He foreknew he also predestined to be conformed to the image of His Son, in order that he might be the firstborn among many brothers.
And those whom He predestined He also called, and those whom He called He also justified, and those whom He justified he also glorified.
Romans 8:29-30
If God foreknew and predestined some to be justified, why did God allow does who do not believe to be born?
For now the answer is unknown. We can say there are mysteries we would not immediately understand.
However, if someone who does not believe hears this passage read out, they may feel left out. I think it may make them want to be counted in. And thus choosing to believe.It sounds like a way to make people believe or to be counted in. But I do think if someone still does not want to believe, or is not inclined to believe they still wouldn’t.
So the question still stands, if there is predestination, why is there predestination for destruction ? What is the point of ongoing creation if there is doom?
